BILLING CODE P DEPARTMENT OF ENERGY Federal Energy Regulatory Commission [Project No. 4451-024] Green Mountain Power Corporation, City of Somersworth, New Hampshire; Notice of Availability of Environmental Assessment In accordance with the National Environmental Policy Act of 1969 and the Federal Energy Regulatory Commission's (Commission) regulations, 18 CFR part 380, the Office of Energy Projects has reviewed the relicense application for the Lower Great Falls Hydroelectric Project No. 4451, located on the Salmon Falls River in Strafford County, New Hampshire and York County, Maine, and has prepared an Environmental Assessment
(EA)for the project. No federal land would be occupied by the project. The EA contains staff's analysis of the potential environmental effects of the project and concludes that licensing the project, with appropriate environmental protective measures, would not constitute a major federal action that would significantly affect the quality of the human environment. The number of pages in the EA exceeds the page limits set forth in the Council on Environmental Quality's July 16, 2020 final rule, *Update to the Regulations Implementing the Procedural Provisions of the National Environmental Policy Act* (85 FR 43304). Noting the scope and complexity of the proposed action and action alternatives, the Director of the Office of Energy Projects, as our senior agency official, has authorized this page limit exceedance for the EA.
