The Board of Regents of the University of Oklahoma shall adopt an official seal. It shall annually elect a President who may also be known as Chairman, a Vice President who may also be known as Vice Chairman and a Secretary, each of whom shall serve a term of one
(1)year and until his successor is elected and qualified, and who shall have such powers and duties as may be prescribed by the Board. The Board shall adopt such rules and regulations as it deems necessary to govern its proceedings and the conduct of its business. The Secretary of the Board on behalf of the University of Oklahoma Board shall keep a record of all transactions of the Board and it shall not be necessary that the Secretary be a member of the Board.
