9. a. No person, firm, corporation, partnership, or other legal entity shall operate, maintain, or use premises for the offering of or rendering of any one or more of the services encompassed in the definition of cosmetology and hairstyling, beauty culture, barbering, manicuring, hair braiding, skin care specialty, and cosmetic retail services without first having secured a shop license from the board.
b. No licensed shop owner shall permit any person:
(1)to be in the shop owner’s employ;
(2)under the shop owner’s supervision or control; or
(3)as an independent contractor in the shop; and
practice cosmetology, hairstyling, or other ancillary services who does not possess the appropriate requisite license or registration issued by the board.
