24. The Commission shall dissolve following a joint determination by the Governor of New Jersey and the Governor of New York that the Project has been completed or should be transferred to another agency, instrumentality or entity and:
any bonds or other securities issued and any other debt incurred for such Project purposes have been repaid or arrangements have been made to ensure such repayment in full, without impairment of credit worthiness; and
Amtrak is not unduly prejudiced by such dissolution.
