Section 29. If, after wages for personal labor or services have been attached in connection with a civil action, the defendant is defaulted, or if the defendant makes an offer of judgment in accordance with an applicable rule of court and the plaintiff accepts such offer or fails to secure a judgment more favorable than the offer, the plaintiff shall recover no costs except the entry fee and the officer's fee for service of process.
