Section 98. The state treasurer may make advance payments in an amount not to exceed any retirement allowance actually due to employees of the commonwealth who are eligible for, and who have filed application for, retirement, during such period as is necessary for the processing of such application for retirement. The said treasurer shall make rules and regulations governing such payment.
