Section 2. The director shall be the executive and administrative head of the department. He shall have charge of the administration of the department and enforcement of all laws, rules and regulations which it is the duty of the department to administer and enforce. He shall have authority pursuant to the provisions of chapter thirty A to issue any regulation for the enforcement and administration of the provisions of this chapter and chapter one hundred and fifty-two. The director shall prepare an annual operating budget and other funding requirements and requests pursuant to said chapter one hundred and fifty-two to be submitted to the secretary of labor and workforce development.
