Section 4. The Massachusetts office of business development shall have an office in western Massachusetts under the direct supervision of the director. Subject to appropriation, the director shall hire such employees as he may from time to time deem necessary for the proper performance of the functions of the office. The Massachusetts office of business development shall locate staff throughout the regions of the commonwealth in order to partner with the regional economic development organizations and establish efficient and rapid access for businesses and regional organizations to all state government and quasi-public business services.
