Section 9. He shall annually, on the first Monday of May, transmit to the attorney general and the house and senate committees on ways and means an account of bonds, notes and securities in the treasury in which the commonwealth is interested and on which the principal or interest remains due and unpaid or of which the conditions have not been performed, classifying them under distinct heads.
