Section 46. There shall be established and set up on the books of the commonwealth a separate fund, to be known as the Anthracite Coal Mining Reclamation Fund. Said fund shall consist of all funds received by the commissioner of environmental protection for the purpose of administering the provisions of chapter twenty-one B and all other monies credited or transferred thereto from any other fund or source pursuant to law.
