Notwithstanding the provisions of section 16-50d , any water company given written notice pursuant to subsection
(b)of section 25-33 l shall have priority to acquire a source, potential source or abandoned source of water over any municipality in which such source is located or the Commissioner of Energy and Environmental Protection.
