Notwithstanding any other provision of this article to the contrary, the amount determined pursuant to subparagraphs
(A)and
(B)of paragraph
(2)of subdivision
(a)of Section 33681.5 shall not include any tax increment apportioned to the downtown project area of a charter city meeting all of the criteria specified in Section 33608.
