The State Registrar shall adopt regulations specifying both of the following:
(a)Procedures to assure the confidentiality of the confidential portion of the certificate of live birth, specified in subdivision
(b)of Section 102425, and the medical and health report, specified in Section 102445.
(b)Procedures regarding access to records required by this part.
