Section 305A(c) of the Public Health Service Act ( 42 U.S.C. 242c–1(c) ) is amended— in paragraph (1), by striking by the Secretary under and inserting as described in ; and in paragraph (3), by striking subparagraphs
(A)and
(B)and inserting the following: Three members shall be appointed by the Secretary of Health and Human Services— 1 of whom shall be appointed to represent the Department of Health and Human Services; and 1 of whom shall be a public health official. Two members shall be appointed by the majority leader of the Senate. Two members shall be appointed by the minority leader of the Senate. Two members shall be appointed by the Speaker of the House of Representatives. Two members shall be appointed by the minority leader of the House of Representatives. Four members shall be appointed by the Comptroller General of the United States. .
