Section 771(15) of the Tariff Act of 1930 ( 19 U.S.C. 1677(15) ) is amended by adding at the end the following: Situations in which the quantity of a foreign like product selected for comparison under section 771(16) is insufficient to establish a proper comparison to the export price or constructed export price. .
