Not later than 90 days after the date of the enactment of this Act, the Commandant shall submit to the Committee on Commerce, Science, and Transportation of the Senate and the Committee on Transportation and Infrastructure of the House of Representatives a report on the status of the Coast Guard Junior Reserve Officers’ Training Program. The report required by paragraph
(1)shall include the following: A review and timeline of Coast Guard outreach efforts in Coast Guard districts that do not have a Coast Guard Junior Reserve Officers’ Training Program. A review and timeline of Coast Guard outreach efforts in Coast Guard districts in which there are multiple Coast Guard Junior Reserve Officers’ Training Programs. Policy recommendations regarding future expansion of the Coast Guard Junior Reserve Officers’ Training Program. Beginning on December 31, 2026, the Secretary of the department in which the Coast Guard is operating shall maintain at all times a Junior Reserve Officers’ Training Corps Program with not fewer than 20 such programs. Not later than 1 year after the date of the enactment of this Act, the Secretary of the department in which the Coast Guard is operating shall provide Congress with an estimate of the costs associated with implementing this subsection.
