Subchapter IV of chapter 5 of title 14, United States Code, is amended by adding at the end the following: Under policies issued by the Commandant, funds appropriated to the Coast Guard and available for morale, well-being, and recreation programs and the Coast Guard Exchange may be treated as nonappropriated funds and expended in accordance with laws applicable to the expenditure of nonappropriated funds. When made available for morale, well-being, and recreation programs and the Coast Guard Exchange under such policies, appropriated funds shall be considered to be nonappropriated funds for all purposes and shall remain available until expended.
Funds appropriated to the Coast Guard and subject to a policy described in subsection
(a)shall only be available in amounts that are determined by the Commandant to be consistent with— Coast Guard policy; and Coast Guard readiness and resources. Not later than 90 days after the date of enactment of the Coast Guard Authorization Act of 2025 , the Commandant shall update the policies described in subsection
(a)consistent with this section. Not later than 30 days after the date on which the Commandant issues the updated policies required under subsection (c), the Commandant shall provide to the Committee on Commerce, Science, and Transportation of the Senate and the Committee on Transportation and Infrastructure of the House of Representatives a briefing on such policies. . The analysis for chapter 5 of title 14, United States Code, is amended by inserting after the item relating to section 564 the following: 565. Uniform funding and management of morale, well-being, and recreation programs and Coast Guard Exchange. .
