In this section, the term appropriate committees of Congress means— the congressional intelligence committees (as defined in section 3 of the National Security Act of 1947 ( 50 U.S.C. 3003 )); the Committee on the Judiciary of the Senate; and the Committee on the Judiciary of the House of Representatives. The Attorney General may, in coordination with the Director of National Intelligence as may be appropriate, delay implementation of a provision of this Act or an amendment made by this Act for a period of not more than 180 days upon a showing to the appropriate committees of Congress that the delay is necessary— to develop and implement technical systems needed to comply with the provision or amendment; or to hire or train personnel needed to comply with the provision or amendment.
