The purposes of this title are to— ensure public elementary and secondary school teachers earn a livable and competitive salary that— includes a starting annual base salary of not less than $60,000; and increases regularly throughout a teacher’s career; increase Federal investments in public schools; and call upon States and local governments to increase investments in public education in order to ensure that every public school student is taught by a qualified teacher.
