The Under Secretary shall ensure, to the greatest extent practicable, that activities carried out under this title and the amendments made by this title are not duplicative of activities supported by other parts of the Administration or other relevant Federal agencies. In carrying out activities under this title and the amendments made by this title, the Under Secretary shall coordinate with the Administration and heads of other Federal research agencies— to ensure those activities enhance and complement, but do not constitute unnecessary duplication of, efforts; and to ensure the responsible stewardship of funds.
Nothing in this title may be construed— to satisfy any requirement for government-to-government consultation with Indian tribes; or to affect or modify any treaty or other right of any Indian tribe.
