Except as provided in subsection
(b)and as otherwise provided in this Act or an amendment made by this Act, this Act and the amendments made by this Act shall take effect on the date that is 18 months after the date of enactment of this Act. To the extent that a provision of this Act or an amendment made by this Act requires a rulemaking, the provision shall take effect on the later of— 18 months after the date of enactment of this Act; and 120 days after the publication in the Federal Register of the final rule implementing the provision.
