Except as provided in subsection (b), this Act and the amendments made by this Act shall take effect on the date of enactment of this Act. The amendments made by sections 3 through 6 of this Act shall apply to any conduct by an alien that constituted fraud and was committed on or after September 30, 1996, against any private individual, fund, corporation, or government entity, for which the alien has not yet been arrested, charged, or indicted as of the date of the enactment of this Act.
