Not later than 180 days after the date of the enactment of this Act, the Secretary of State shall designate each country the Secretary determines meets the requirements described in subsection
(b)as a covered country for purposes of this Act. A country meets the requirements described in this subsection if the country— is located in North America, South America, or the Caribbean; is not a member state of the North Atlantic Treaty Organization; and meets such other requirements as the Secretary may determine appropriate. The Bahamas, Belize, Brazil, Colombia, El Salvador, Guatemala, Honduras, Mexico, Haiti, Jamaica, and Trinidad and Tobago— shall be deemed to have been designated as covered countries by the Secretary of State as of the date of the enactment of this Act; and shall continue to be designated as covered countries during the 5-year period beginning on such date of enactment. The Secretary of State may terminate the designation of any country as a covered country if, not later than 180 days before such termination, the Secretary submits a notification of such termination to the appropriate congressional committees.
