Nothing in this Act impairs or otherwise affects the authority granted by law to an executive department or agency, or the head of an executive department or agency. Nothing in this Act creates any right or benefit, substantive or procedural, enforceable at law or in equity, by any party against the United States, the departments, agencies, or entities of the United States, the officers, employees, or agents of the United States, or any other person.
