Sec. 211. Modifications to defense research capacity building program

For fiscal year 2026 and each fiscal year thereafter, the Secretary of Defense shall ensure that all funding opportunities executed in Program Element 0601228D8Z, or successor program element, shall include separate funding solicitations each focused toward— Historically Black Colleges and Universities and Tribal Colleges and Universities; and Minority-Serving Institutions that are not described in paragraph (1). In this section: The term Historically Black College or University has the meaning given the term part B institution in section 322 of the Higher Education Act of 1965 ( 20 U.S.C. 1061 ).
The term Minority-Serving Institution means an eligible institution described in section 371(a) of the Higher Education Act of 1965 ( 20 U.S.C. 1067q(a) ). The term Tribal College or University has the meaning given the term in section 316(b) of the Higher Education Act of 1965 ( 20 U.S.C. 1059c(b) ).
