The Secretary of Energy may, acting through the Director of the Office of Intelligence and Counterintelligence, enter into contracts or other arrangements for goods and services, through the National Laboratories, plants, or sites of the Department of Energy, for the purpose of foreign material acquisition in support of existing national security requirements. Not later than 1 year after the date of the enactment of this Act, and annually thereafter until the date that is 4 years after the date of the enactment of this Act, the Director of the Office of Intelligence and Counterintelligence shall submit to the congressional intelligence committees, the Committee on Energy and Natural Resources of the Senate, the Committee on Appropriations of the Senate, the Committee on Energy and Commerce of the House of Representatives, and the Committee on Appropriations of the House of Representatives a report on the use by the Office of Intelligence and Counterintelligence of the authority provided by subsection (a).
