Section 4952 of title 10, United States Code, is amended— in paragraph (1), by striking ; and and inserting a semicolon; in paragraph (2), by striking the period at the end and inserting ; and ; and by adding at the end the following new paragraph: to foster innovation for the defense industrial base and to diversify and expand the defense industrial base. . Section 4955(a)(4) of title 10, United States Code, is amended by striking $1,000,000 and inserting $1,500,000 . The Under Secretary of Defense for Acquisition and Sustainment may establish APEX centers of excellence to allow APEX centers to provide specialized expertise to business entities outside of the geographic bounds of the center.
In carrying out this program, the Under Secretary may utilize the cost sharing waiver to enter into a cooperative agreement under section 4954 of title 10, United States Code.
