Not later than 180 days after the date of the enactment of this Act, the Director of National Intelligence shall submit to the congressional intelligence committees, the Committee on Appropriations of the Senate, and the Committee on Appropriations of the House of Representatives an estimate of the amount of obligations expected to be incurred by the Federal Government after the date of the enactment of this Act to ensure that all sensitive compartmented information facilities of the intelligence community are compliant with Intelligence Community Directive 705. The estimate submitted pursuant to subsection
(a)shall include the following: The estimate described in subsection (a), disaggregated by element of the intelligence community. An implementation plan to ensure compliance described in such subsection. Identification of the administrative actions or legislative actions that may be necessary to ensure such compliance.
