None of the funds authorized to be appropriated to the Department of Defense for fiscal year 2026 may be used for any activity of the Department of Defense related to the construction of any project commencing on or after the date of the enactment of this Act at Greenbury Point Conservation Area at Naval Support Activity Annapolis, Maryland, that— constructs a new golf course at Greenbury Point Conservation Area; limits public access to Greenbury Point Conservation Area; or is in violation of section 2855 of the National Defense Authorization Act for Fiscal Year 2024 ( Public Law 118–31 ; 137 Stat. 766).
The Secretary of Defense may not use any funds from sources outside the Department of Defense to make improvements to Greenbury Point Conservation Area at Naval Support Activity Annapolis, Maryland.
