In addition to amounts otherwise available, there is appropriated to the Department of Health and Human Services, out of any money in the Treasury not otherwise appropriated, such sums as may be necessary for each of fiscal years 2026 through 2031, for payments to States, for carrying out this title (except provisions and activities covered by subsection (b)). In addition to amounts otherwise available, there is appropriated to the Department of Health and Human Services for fiscal year 2026, out of any money in the Treasury not otherwise appropriated— $2,500,000,000, to remain available until September 30, 2031, for carrying out payments to Indian Tribes and Tribal organizations for activities described in this title; $1,250,000,000, to remain available until September 30, 2031, for carrying out payments to the territories, to be distributed among the territories on the basis of their relative need, as determined by the Secretary in accordance with the objectives of this title, for activities described in this title; $300,000,000, to remain available until September 30, 2031, for carrying out payments to eligible local entities that serve children in families who are engaged in migrant or seasonal agricultural labor, for activities described in this title; $995,000,000, to remain available until September 30, 2031, for carrying out Federal activities to support the activities funded under this title, including administration, monitoring, technical assistance, and research, in fiscal years 2026 through 2031; and $20,000,000,000, to remain available until September 30, 2031, to carry out the program of grants to localities described in subsections
(b)and
(c)of section 306.
