Nothing in this Act or the amendments made by this Act shall be construed to limit the authority of the Secretary to provide flexibility under housing laws in effect as of the date of enactment of this Act. The flexibilities and waivers authorized under this Act and the amendments made by this Act shall not replace or result in the termination of other flexibilities and waivers that the Secretary is authorized to exercise.
