Sec. 502. GAO report on alignment within the Community Service Employment Program

Not later than 18 months after the date of enactment of this Act, the Comptroller General of the United States shall complete a review in which the Comptroller General— evaluates— the distinct differences and similarities between the older American community service employment program as authorized under title V of the Older Americans Act of 1965 ( 42 U.S.C. 3056 et seq. ) and the programs carried out under title I of the Workforce Innovation and Opportunity Act ( 29 U.S.C. 3111 et seq. ); and how the programs described in subparagraph
(A)serve older individuals in seeking and obtaining community service employment; analyzes the expected levels of performance described in section 513(a) of the Older Americans Act of 1965 ( 42 U.S.C. 3056k(a) ), the efficacy and impacts of the indicators of performance described in section 513(b) of the Older Americans Act of 1965 ( 42 U.S.C. 3056k(b) ), and corrective measures described in section 513(d) of the Older Americans Act of 1965 ( 42 U.S.C. 3056k(d) ) for the older American community service employment program, compared with the expected levels of performance, efficacy and impacts of the indicators of performance, and corrective measures described in section 116 of the Workforce Innovation and Opportunity Act ( 29 U.S.C. 3141 ) for programs authorized under title I of such Act, including the efficacy of the indicators of performance described in section 513(b) of the Older Americans Act of 1965 ( 42 U.S.C. 3056k(b) ) for individuals described in subsection (a)(3)(B)(ii) or subsection
(b)of section 518 of the Older Americans Act of 1965 ( 42 U.S.C. 3056p ); develops recommendations for any alternative measures that may better measure the efficacy of the older American community service employment program as authorized under title V of the Older Americans Act of 1965 ( 42 U.S.C. 3056 et seq. ) for individuals described in subsection (a)(3)(B)(ii) or subsection
(b)of section 518 of the Older Americans Act of 1965 ( 42 U.S.C. 3056p ) to achieve the objectives described in section 101 of the Older Americans Act of 1965 ( 42 U.S.C. 3001 ); and evaluates how the Department of Labor coordinates delivery of services with State and national grantees under title V of the Older Americans Act of 1965 ( 42 U.S.C. 3056 et seq. ) and with States and local workforce development areas under title I of the Workforce Innovation and Opportunity Act ( 29 U.S.C. 3111 et seq. ) to serve older individuals. Not later than 180 days after the review required under this section is completed, the Comptroller General shall submit to the Committee on Health, Education, Labor, and Pensions and the Special Committee on Aging of the Senate and the Committee on Education and Workforce of the House of Representatives a report on the results of such review.
