Section 300 of the Congressional Budget Act of 1974 ( 2 U.S.C. 631 ), as amended by section 301 of this Act, is amended by adding at the end the following: In this subsection, the term Member of Congress means a member of the Senate or the House of Representatives, a Delegate to the House of Representatives, and the Resident Commissioner from Puerto Rico. If either House of Congress, or the Congress, fails to comply with any action by the deadline specified under subsection
(a)or subsection (b), as applicable, during the period beginning on the day after the date of the applicable deadline, and ending on the date on which the action is completed, no Federal funds may be obligated or expended for travel by a Member of the applicable House of Congress. .
