Except as expressly stated in this Act, nothing in this Act may be construed to alter or otherwise affect the interpretation or implementation of section 123 of the Atomic Energy Act of 1954 ( 42 U.S.C. 2153 ) or any other provision of law, including the requirement that agreements pursuant to that section be submitted to Congress for consideration.
