Section 10318(b) of the Research and Development, Competition, and Innovation Act ( 42 U.S.C. 18997(b) ) is amended— by striking paragraph
(5)and inserting the following: The Director shall encourage the submission of proposals that are led by or include partnerships with historically Black colleges and universities, or Tribal Colleges or Universities. ; by striking paragraph (6); and by redesignating paragraphs
(7)and
(8)as paragraphs
(6)and (7), respectively.
