There is authorized to be appropriated to the Secretary for fiscal year 2025 $5,000,000,000, to remain available until September 30, 2034, to make grants under the emergency solutions grant program authorized under subtitle B of title IV of the McKinney-Vento Homeless Assistance Act ( 42 U.S.C. 11371 et seq. ). A recipient of a grant using amounts appropriated under subsection
(a)in any fiscal year may not use an amount of the assistance for emergency shelter activities that exceeds the greater of— 40 percent of the aggregate amount of that assistance provided for the grantee for that fiscal year; or the amount expended by the grantee for emergency shelter activities during fiscal year 2010.
