Section 604 of the Healthy Forests Restoration Act of 2003 ( 16 U.S.C. 6591c ) is amended— in subsection (b), by inserting , including retaining and expanding existing forest products infrastructure before the period at the end; and in subsection (d)(3)(B), by striking 10 years and inserting 20 years ; and in subsection (h), by adding at the end the following: In this paragraph, the term long-term contract means an agreement or contract under subsection
(b)that— has a term of longer than 5 years; and is entered into on or after the date of enactment of this paragraph. A long-term contract entered into under subsection
(b)by the Chief or the Director with an entity shall provide that, in the case of cancellation or termination of the long-term contract by the Chief or the Director, the Chief or the Director, as applicable, shall provide to the entity an amount equal to 10 percent of the long-term contract amount as cancellation or termination costs. .
