Sec. 545. Mandatory training on government ethics and national security law

Beginning on the date that is one year after the date of the enactment of this Act, the Secretary of each military department shall ensure that all members of the Armed Forces under the jurisdiction of such Secretary are trained annually in government ethics and standards of conduct. Not later than 180 days after the date of the enactment of this Act the Secretary of each military department shall provide to the congressional defense committees a briefing on the implementation plan for carrying out the requirements of paragraph (1), including— resources and personnel required to provide the training required by paragraph (1); the curriculum for such training; the manner in which training will be provided and the mode of the delivery of such training; and any other matter related to such training the Secretary considers appropriate.
The Secretary of each military department shall ensure that all members of the Armed Forces under the jurisdiction of such Secretary are trained during the 90-day period that ends on the date of a mobilization or deployment on the following topics, as applicable: The law of armed conflict. Rules of engagement. Defense support for civil authorities. Standing rules for the use of force. The Code of Conduct for Members of the Armed Forces of the United States as prescribed in Executive Order 10631 or any successor Executive Order.
