Except as provided in subsection (b), the Secretary of Defense shall, not later than one year before any date on which the Secretary carries out the placement of a permanent nuclear reactor in Guam, submit to Congress and the Governor of Guam a notification of such placement. Subsection
(a)shall not apply to a nuclear reactor aboard a naval vessel. In this section, the term nuclear reactor has the meaning given the term advanced nuclear reactor in section 951 of the Energy Policy Act of 2005 ( 42 U.S.C. 16271 ).
