Sec. 2815. Guidance for military construction projects for innovation, research, development, test, and evaluation

Not later than 120 days after the date of the enactment of this Act, the Secretary of Defense shall issue written guidance on the implementation of section 2810 of title 10, United States Code. The guidance required by this section shall include, at minimum, the following: Procedures and criteria for the development and submission of project proposals pursuant to subsection
(b)of section 2810 of title 10, United States Code. Definitions for roles and responsibilities for Department of Defense employees with respect to review, approval, and execution of projects carried out under the authority of such section 2810. Clarification on how the use of the authority to carry out projects under such section 2810 may be coordinated with the use of authorities for such projects under sections 2803, 2805, and 4123 of title 10, United States Code. A process for internal review and validation of projects proposed to be carried out using the authority under section 2810 of title 10, United States Code, which shall include— assessments of how such proposed projects could be integrated across military departments; comprehensive time-phased milestone plans for such proposed projects with clearly defined dependencies; and explicit documentation of budget programming action decisions of the Secretary of the military department with jurisdiction over such project.
