Sec. 229. Pilot program on modernized health and usage monitoring systems to address obsolescence in rotary-wing and tiltrotor aircraft

Not later than 180 days after the date of enactment of this Act, the Secretary of the Army and Secretary of the Navy may establish and carry out a pilot program to evaluate commercially available, next-generation Health and Usage Monitoring Systems (referred to in this section as HUMS ) technologies intended to address obsolescence issues affecting legacy HUMS currently installed on Army and Marine Corps rotary-wing and tiltrotor aircraft. In conducting the pilot program, the Secretary of the Army and Secretary of the Navy shall assess whether modernized HUMS technologies— effectively mitigate obsolescence risks associated with legacy HUMS systems; enhance the operational readiness, availability, and sustainment of Army and Marine Corps rotary-wing and tiltrotor aircraft; and deliver advanced predictive analytics capabilities, reducing maintenance burden and lifecycle costs.
The pilot program shall be carried out for a period not exceeding one year. Not later than 90 days after completion of the pilot program, the Secretary of the Army and Secretary of the Navy shall submit to the congressional defense committees a report summarizing— the pilot program results, including effectiveness in addressing obsolescence, improving predictive maintenance, and enhancing readiness and aircraft availability; and recommendations regarding broader adoption of evaluated HUMS technologies across the Army and Marine Corps rotary-wing and tiltrotor aircraft fleet.
