In this title, the term mass contract cancellation means the termination by the Secretary of Veterans Affairs of— five or more contracts in a single business day; or ten or more contracts in a five-business-day period. Nothing in this title shall be construed to prevent the Secretary of Veterans Affairs from cancelling individual contracts for poor performance, fraud, breach of contract, or other reasons in accordance with applicable law, including the Federal Acquisition Regulation.
