The purposes of this title are— to achieve a fair, equitable, and final settlement of claims to water rights in the State of Montana for— the Fort Belknap Indian Community of the Fort Belknap Reservation of Montana; and the United States, acting as trustee for the Fort Belknap Indian Community and allottees; to authorize, ratify, and confirm the water rights compact entered into by the Fort Belknap Indian Community and the State, to the extent that the Compact is consistent with this title; to authorize and direct the Secretary— to execute the Compact; and to take any other actions necessary to carry out the Compact in accordance with this title; to authorize funds necessary for the implementation of the Compact and this title; and to authorize the exchange and transfer of certain Federal and State land.
