Notwithstanding any other law, by no later than September 30, 2027, the Secretary shall commence construction of the Community Based Outpatient Clinic in Bakersfield, California or move services currently being provided at the current Community Based Outpatient Clinic in Bakersfield, California to an appropriate, temporary space until such a time that the new facility can be constructed in accordance with Lease No.36C10F20L0008.
