Not later than one year after the date of enactment of this Act, the Secretary of Energy shall conduct a study and submit to Congress a report on the reliability, climate, and cost benefits of interconnection of facilities for the generation, transmission, and sale of electric energy with such facilities in Mexico and the siting and construction, or modification, of such facilities that will bring the most cumulative benefits.
