Section 648A of the Head Start Act ( 42 U.S.C. 9843a ) is amended— in subsection (a)— in paragraph (1)— in subparagraph (A)— by striking development of children and inserting development of all children by applying the principles of universal design for learning ; and by striking readiness of children and inserting readiness of children, including infants and toddlers, as applicable, ; in subparagraph (C), by striking children; and and inserting children, including, as applicable, infants and toddlers; ; by redesignating subparagraph
(D)as subparagraph (E); and by inserting after subparagraph
(C)the following: providing linguistically and culturally appropriate instruction; and ; in paragraph (2)— in subparagraph (B)— in the matter preceding clause (i), by striking all ; and in clause (i)— in the matter preceding subclause (I), by inserting all before Head Start education coordinators ; and in subclause (I), by inserting , including linguistically and culturally appropriate instruction and curricula before the semicolon; and in subparagraph (C)(i)(II), by striking and Labor and inserting and Workforce ; in paragraph (5), by inserting , including linguistically and culturally appropriate instruction, after classroom instruction ; in paragraph (6), by striking shall— and all that follows through degree. and inserting the following: shall teach or work in a Head Start program for a minimum of 3 years after receiving the degree, but shall not be required to repay such assistance if the teaching requirement is not met. ; and in paragraph (7)— by striking or 102 ; and by striking , 1002 ; in subsection (b)(1), by inserting to support linguistically and culturally appropriate instruction, after education services, ; in subsection (c)(5), by striking (including populations of limited English proficient children) and inserting , including populations of children who are developing English proficiency and children with disabilities ; and in subsection (g), by striking tribal each place the term appears and inserting Tribal .
