Not later than 1 year after the date of the enactment of the Farm, Food, and National Security Act of 2026 , the Secretary shall submit to the Committee on Agriculture of the House of Representatives and the Committee on Agriculture, Nutrition, and Forestry of the Senate a report that examines— the process by which domestic commodities or products (as defined in section 220.16 of title 7, Code of Federal Regulations (or any successor regulation)) are procured by the Secretary, including the solicitation process used to procure such commodities or products; barriers to entry into such procurement process that are for nontraditional, culturally relevant, or local and regional commodities or products; the diet quality and accessibility of commodities or products that are so procured; and the Secretary’s recommendations for administrative, regulatory, and legislative changes to improve such procurement process.
