The International Forestry Cooperation Act of 1990 ( 16 U.S.C. 4501 et seq. ) is amended by adding at the end the following new section: The Secretary shall establish a program under which the Secretary may undertake such activities as the Secretary determines appropriate— to access, develop, maintain, and expand international markets for United States agricultural timber products, including lumber, pulp, and paper; and to promote cooperation and the exchange of information between domestic and international agricultural timber product market participants as a means of promoting the export and sale of such United States timber products.
Out of any funds in the Treasury not otherwise appropriated, the Secretary of the Treasury shall transfer to the Secretary for use carrying out this section $15,000,000, to remain available until expended. .
