(2)of section 10314(b) of the Research and Development, Competition, and Innovation Act ( 42 U.S.C. 18994(b) ) is amended— by inserting and biennially thereafter after Not later than 1 year after the date of enactment of this Act ; by striking the results of an assessment and inserting a plan for initiating and maintaining a data collection and analytical capability within the National Center for Science and Engineering Statistics ; and by striking surveys on— and all that follows through discretion of the Director and inserting surveys on the skilled technical workforce .
