The Secretary of Commerce, or the designee of the Secretary, may waive up to 50 percent of the cost sharing requirements under section 315, of the Coastal Zone Management Act of 1972 ( 16 U.S.C. 1461 ) as necessary at the request of the grant applicant, for amounts made available under this Act under the heading Procurement, Acquisition and Construction under the heading National Oceanic and Atmospheric Administration .
